Command and Control Training and Education Center of Excellence (C2TECOE) Support Services

Quantico, VA and the five MISTCs: Camp Johnson, NC; Twentynine Palms, CA; Camp Pendleton, CA; MCB Hawaii (Kaneohe); and Camp Courtney, Okinawa

C2TECOE is the central Marine Corps agency for command and control training and education, providing standards-based C2 systems training from the individual Marine through all levels of MAGTF commanders and their staffs. WBSI supports C2TECOE and its five MAGTF Integrated Systems Training Centers (MISTCs) with instruction, curriculum development, exercise support, and the network and systems administration that keeps the training enterprise running. When the MAGTF Staff Training Program created the MAGTF Operations Center Training Team (MOCTT) in 2023, WBSI stood the new section up at full strength, providing Combat Operations Center instructors and C2 systems integration expertise from day one.

Scope of performance

  • Functional command and control instruction using approved Programs of Instruction across C2TECOE and the MISTCs
  • C2 curriculum development, management, and instructor professional development under the ISD/SAT-E process
  • MOCTT support: COC instruction, Master Scenario Event List development, watch stander training, response cell support, and COC performance assessments for MEF and MSC operations centers
  • Exercise design, scenario creation, and modeling and simulation support for Battle Staff Training Exercises
  • Installation, operation, and maintenance of COC equipment and classroom training networks
  • Network and system administration and cybersecurity functions on SIPR, NIPR, and local area networks

Marine Corps University Wargaming Education Services

MCU's Wargaming Directorate, part of the Brute Krulak Center for Innovation and Future Warfare, provides wargaming support to every resident and non-resident professional military education course at the university. Under a five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract, WBSI provides the wargame planning, content development, instruction, setup, execution, facilitation, and after action reporting that carries out MCU's annual Wargaming Plan, so that students graduate with stronger tactical, operational, and strategic decision-making skills.

Scope of performance

  • Wargame planning, design, content development, execution, and facilitation for the Marine Corps War College, School of Advanced Warfighting, Command and Staff College, Expeditionary Warfare School, College of Enlisted Military Education, and College of Distance Education and Training
  • Faculty development and student training on wargame facilitation, design, and planning
  • Tutorials on wargame systems and tools, including the Operational Wargame System (OWS) and Command Professional Edition
  • Micro-courses on the art and science of wargame facilitation
  • Extra-curricular wargaming activities, including school-wide tournaments

Marine Corps College of Distance Education and Training (CDET), Marine Corps University

CDET Senior Enlisted Blended Seminar Program (SEBSP)

CDET Headquarters, Quantico, VA, with regional campus and SNCO academy locations at Camp Lejeune, NC; Camp Pendleton, CA; and Camp Butler, Okinawa, Japan

WBSI provides program management, instructional services, and administrative services for the modernization of the Senior Enlisted Blended Seminar Program in support of CDET's distance professional military education mission. CDET keeps seminars deliberately small and teaches through the Socratic method with professional mentorship, delivered in person first, then synchronously online, then asynchronously online. WBSI faculty and support staff make that model work across the regional campus network.

Pu'uloa Range Training Facility (PRTF) Weapons Maintenance

WBSI provides weapons technician and maintenance specialist support for range operations at the Pu'uloa Range Training Facility, combining bench-level armory work with a purpose-built maintenance-history and round-count tracking system operated under the control of PRTF armory personnel.

Scope of performance

  • Limited technical inspections of M4 carbines and pre-fire inspections of M18 pistols per the applicable technical manuals, before issue and after firing
  • Weapons repair from disassembly and diagnosis through parts replacement, reassembly, and test fire
  • Weapons and component cleaning to technical manual standards
  • Development and maintenance of a comprehensive tracking system for maintenance history, round counts, inspection results, and repair actions
  • Daily round count and maintenance issue reports, plus monthly wear and service-life expectancy analysis for the Armory Chief

U.S. Marine Corps, Training and Education Command (Range and Training Area Management)

USMC Range Control Facility Support Services

Range Control Facility, Marine Corps Base Camp Blaz, Guam

Range Control Facilities control, regulate, and support the safe and effective use of Marine Corps ranges and training areas under Marine Corps Order 3550.10. As a subcontractor on the Range Control Facility Support Services contract, WBSI provides Range Safety Specialist support at Camp Blaz: the certified professionals, graduates of the Inter-Service Range Safety Course, RFMSS Functional Administrator course, Weapons Danger Zone course, and Range Airspace Manager course, and former SNCOs and officers with Range Safety Officer experience, who keep daily training on the installation's ranges safe, deconflicted, and compliant.

Scope of performance

  • Range safety inspections verifying ranges are operationally ready before training and remain safe and serviceable afterward, coordinated with Industrial Hygiene, Base Safety, and the Fire Marshal
  • Daily control and coordination of training-complex activity: monitoring range and training-area access and use, deconflicting schedules with the Range Control Officer and scheduling office, and enforcing range regulations and Marine Corps Orders
  • RFMSS safety administration: semiannual conflict reviews (facility, event, ammunition, and environment) against installation range SOPs, admin-table change recommendations, and range incident reporting
  • Range and laser safety training: courseware development, certification training for Range Safety Officers and Officers in Charge, and the Laser Range Safety Officer certification program
  • Operational Risk Management assessments, training-accident and range-fire response as the link between first responders and range control, and operational range clearance program administration
  • Billet coverage as required: Range Scheduler, Fire Desk Operator, and Range Safety Inspector
