C2TECOE is the central Marine Corps agency for command and control training and education, providing standards-based C2 systems training from the individual Marine through all levels of MAGTF commanders and their staffs. WBSI supports C2TECOE and its five MAGTF Integrated Systems Training Centers (MISTCs) with instruction, curriculum development, exercise support, and the network and systems administration that keeps the training enterprise running. When the MAGTF Staff Training Program created the MAGTF Operations Center Training Team (MOCTT) in 2023, WBSI stood the new section up at full strength, providing Combat Operations Center instructors and C2 systems integration expertise from day one.
Scope of performance
- Functional command and control instruction using approved Programs of Instruction across C2TECOE and the MISTCs
- C2 curriculum development, management, and instructor professional development under the ISD/SAT-E process
- MOCTT support: COC instruction, Master Scenario Event List development, watch stander training, response cell support, and COC performance assessments for MEF and MSC operations centers
- Exercise design, scenario creation, and modeling and simulation support for Battle Staff Training Exercises
- Installation, operation, and maintenance of COC equipment and classroom training networks
- Network and system administration and cybersecurity functions on SIPR, NIPR, and local area networks
- C2 support to wargaming, experimentation, concept development, and MAGTF Training Program events
- Information and content management support, including SharePoint administration
